Barriers to mobile growth? /5.07.2006

Dan BEDROS: I believe that competition is there, there are two powerfull operators that ensure this. Of course the other two want to position themselves, but in this race it is hard to catch up. You saw Cosmote tried with a “destructive” offer, very cheap, incredible actually and it jammed the network. It does not work like this. There are visible effort on the roaming side, prices went down by almost 50%. In my oppinion, the growth of the industry is linked to the policy, which does not really exist, for local loops. There is still no concept of the future policy for WiMAX – and if the minister were here I would have attacked him – so that everybody may design a plan. There are countrieswhere WiMAX was granted to local administrations, like in Grece, to build up local loops in the rural areas also.
I personally do not know, though I tried to find out, the policy for WiMAX. How many licences there will be, how many national and how many local, will there even be the notion of national or just local licences, since there are contries with only local ones. The development needs to be be both fixed and mobile, since the frequencies are limited. Meanwhile the urban projects, like NetCity, need to be done, namely fibre in the cities. Of course there will also be the fibre to the home and with the mobile network in place, this will ensure convergence. You said this is the area with the greatest growth rate, it is also true for Europe. So techologies are the same. Not the penetration levels, but the techologies are exactly the same, at the same level. Limitations come from the purchasing power. But all the conditions for growth are in place.
